(SOLVED) Clickable Menu Items do not work with Multiple Frames

I am creating a Menu to run various shows.

Each group of AV's is within a Frame
But only the items in the top Frame (in the O&A Object List) are clickable

It seems that the top Frame hides all the lower Frames.

Is this a bug or is it meant to work this way?
I think the actual Frame should be transparent and still allow objects located in a lower Frame to be clickable.

 

I know I can resize all the Frames so that they don't overlap, but this means having to resize & align everything again.

There is a disadvantage with "Transparent to selection", as the the objects remain not clickable even when the show is running. The alternative: Avoid "Transparent to ..." and activate "Ignore objects not selected" (Tools menu). Then you may click an object to be moved in the object list, which then can me manipulated with the mouse.
